how do I install WordPress plugins?

  I download the plugin and am left with one or two files in a window that I can’t open and don’t know what to do with.

  If you are talking about a blog hosted here at wordpress.com you may want to check out this faq page:

  Plugins are only allowed if you host it yourself with wordpress.org software. Here is some info on the difference:
