  I want to keep blog unpublished until I finish setting it up

  I do not believe you can unpublish the entire blog, however you can choose to keep your posts unpublished until it’s all ready to go, which is a good option.

  You might also look into changing your privacy settings:
  http://en.support.wordpress.com/settings/privacy-settings/

  That could help you keep people from viewing it until you are ready!
