How do I link an existing user to my blog as an administrator?

  I am trying to add an existing user as an administrator to my blog, but WordPress won’t make the connection. The email that gets sent to the user will not link her to our blog. We have tried several times using the directions listed on the help pages with no luck. We both contacted the help center over a week ago and are still waiting for a response. Please help! We are about to try a new blog platform if we can’t solve this issue soon. Many thanks.
