how do I link an image to a url?

I would like to link images on my pages (not posts) to an external url? how do I do that?
The blog I need help with is: (visible only to logged in users)

This did not work, as I do not have the same ‘add url’ option on my wordpress. On the ‘edit media’ page, I have a ‘link’ option in the description window, but that did not work either when I copied the external url into it.
also a second question, where is the plugins menu button that is supposed to be right below ‘appearance?’ It is not on my version of wordpress. Was the plugins button removed?

As far as I can tell, it is working correctly.
It is not possible to install plugins on WordPress.com, for security reasons. Plugins can only be installed on self-hosted WordPress blogs. If you are wondering how WordPress.com differs from WordPress.org, this support article explains the distinction:

thanks, that was helpful and I got the image links to work. Didn’t know about the difference between the .com and .org. Will have to think about that. Meanwhile, I have another question. How do I get rid of text at the bottom of the pages: ‘Blog at WordPress.com,’ and ‘The Sketch Theme?’
