How do I make a liquid background that looks good on a desktop but scales?

I put an image for the background on my blog that on my desktop was aligned but when I looked at it on a smaller device the image went behind my text making it hard to read. I removed it for now until I figure out how to make it adjust right.
I have photoshop. is there a background guideline that includes how to make it so the image is always around the border no matter the size of the screen or goes away for mobile views? I have mobile turned on right now but it just shrinks my background overlaying it with the text.

Generally if you set the background for “centered” on the insert background page, it will float and stay aligned with the content. If you “left” align it then it will stay pinned to the left border of the browser window and the content will shift over the top of it.
