How do a make a patricular Post on a Blog always show first, like a Home page for that Blog? I have one Post that I would like to show up first regardless of how many posts were made after this post. The Post would be like a Home Page for that Blog.

You make it Sticky. You do that on the Edit Post page, in the sidebar on the right-hand side. Then update.

Do you want a post that functions as a homepage, or an actual homepage? You can create a page from that post and set your blog to show that static page instead of the posts page when people visit it.
