How do I make a widget link open to a new window or tab instead of a frame?

I have a paypal widget that tries to open in a frame but I need it to open in a new tab or window. I wouldn’t really care, except that I have tried this on several computers with several browsers, and none of them will open the secure paypal site in a frame; all return an error message.
