How do I make another blog active from the money of the old one?

I want to transfer the 18$ I putted on it to become .com and put them to this one:
minozartworks.comHow can I do that if possible?

Do you meant that you want to move it to another WordPress.com blog, or change the domain name itself to minozartworks.com ?
