How do I make blog private for only those I choose

The information in the forum shows how to make blog private but what i see on my screen isn’t the same as what is shown in the “examples”. Do I need to upgrade my account to be able to control privacy? Or how do I make it so individuals must be “invited” to see my blog?
The blog I need help with is: (visible only to logged in users)

There is no upgrade required. This blog is a public blog http://aoctrack.wordpress.com/
To change the setting to private go to > Settings > Reading and follow this guide http://en.support.wordpress.com/settings/privacy-settings/If you’d like to invite others to publish posts or help approve comments on your blog, you can invite them to be a Contributor, Editor, or Author.

You must be logged in under the exact same username account that registered any blog and who is the Admin of the blog to access it.
Dashboard > Settings > Reading
