How Do I Make Comments Appear BEFORE Blog Post?

I am a new blogger with a website (http://mzisrael.wordpress.com) that attempts to get members of a particular synagogue in MInneapolis to engage in conversation regarding Israel. We are providing news articles to guide the discussion, but we’d like to features the comments more prominently than the article. We post the articles as our blog posts and then the users comment on them, but we’d like for the comments to appear BEFORE the blog post so people can read through the comments first. Is this possible? We do not have the CSS upgrade.

The closest you can get is to use the recent comments widget to show the latest comments prominently in the sidebar.

No upgrade can do that, sorry. It always read Post > oldest comment down to newest comment.
I would suggest using the Latest Comments widget and placing that high in the sidebar.
You could reduce the text in the current top one maybe and link to the About page?
