How do I make my blog public?

  I am at the beginning of an online Master’s Degree program and one of the requirements is to make an online blog. It says that I am to “step 1: Set up your own blog account. Refer to the list of free blog sites (which I did and included wordpress) in the Tech Resources area to guide your selection. Make it open to public searches, and enable the option to provide a link for an RSS feed.” I cannot figure out from the tabs on my blog page how to do either of these things. I don’t know what to do.

  By default your blog is public, unless you specifically set the Privacy Settings to discourage search engine:
