How do I make text/graphic permanent (static) a page?

I want to make text and or a graphic permanent (static) a page. This is probably simple, but I’m not sure how its done. Still trying to set up my first blog. Thanks advance for your help.

I’m not sure what you mean. Are you asking how to make one post stay at the top of your blogging page?

Still not clear what you want, but maybe a widget in your sidebar?
You can use a text widget to display and an image or text or links.
Sidebar items are permanently viewable by your readers in most themes. -
