  http://chewitt.wordpress.com has chosen a theme that is coded to provide a coloured background behind comments. The theme you chose does not do that. The only way to achieve this other than switching to another theme is to purchase a css customization upgrade and do the work yourself. That upgrade is not recommended for bloggers who lack experience with css editing.
