how do I make the tag line appear at the top of my blog?

I can’t see the tag line by the blog’s name, the way it does on the cellphone layout
The blog I need help with is: (visible only to logged in users)

Not every theme displays a Tagline. We Volunteers cannot view your blog so we don’t even know;
(1) which theme you are using
(2) whether or not you have enabled the mobile theme which is a default
(3) whether or not the themes is a responsive layout theme (because we do not know which theme it is) See https://theme.wordpress.com/themes/features/responsive-layout/A responsive layout theme adapts to different screen sizes so that your website will work (and be optimized for) iPhones, iPads, Android and other mobile devices. When responsive width themes are viewed on mobiles sidebars appear below the posts in order to provide as much space as possible for reading.
The mobile ready theme is default and a completely different theme that you do not need to enable at all. When we use a responsive theme we disable the mobile theme. Go to > Appearance > Mobile and disable the mobile theme.
