How Do I Move/Delete Categories?

I accidentally created a category under an incorrect parent category I was just wondering if I could delete it or move it to the proper parent category?
There is no ‘category’ section in ‘blog posts’ under settings. In fact, I don’t have the black and white dashboard with all the different setting options. I only have a few setting options under ‘my site’. It’s really frustrating to have lost that detailed dashboard and I’m not sure how to get to it to fix the category issue.

How Do I Delete Categories?
This option should be readily available for users and easy to find.
In fact, I am not sure if this interface did a usability testing process, because it is also very difficult to find out how to add a post to a specific page. In fact there is no visible option displayed on the this wordpress.com dashboard.
It would be wise to make it easier for users to use. I do not want to spend more time figuring out where the features are located than I do posting content.
