How do I open a page that allows submissions?

Hi there! I just opened up a new site that involves and relies on submissions from visitors. How could I get that option and make it possible for people to submit their own stories without them having to do so in a comment?
The blog I need help with is: (visible only to logged in users)

Blog are NOT forums and they are NOT wikis. They only way to allow others to post to your blog is to add them as official users.

There is no way to open a wordpress.COM blog up to the public (it is a serious security issue). It would be overrun quickly by spammers and all sorts of lowlifes. About two months ago I cleaned up an open site for a client to remove all the spam and crap that had hit it – nearly 1800 junk submissions in three days and many of them had links to malware sites and splogs (spam blogs). Do you really want to have to go through, read, and moderate thousands of submissions per week?
At wordpress.COM, the people you want to be able to submit stuff would have to have a wordpress.COM account (don’t need a blog) and then you would have to add them as contributors to your blog. And do NOT add anyone that you would not trust with your life at anything higher than an author.

The other way is to set up a contact form and have them use that to submit, and then you can post the pieces for them.

I vote for the contact form – set up a separate email for your contact form and then all the submissions show up in one place – helps to sort and less confusion.

So there’s no way to run a user-generated blog on WordPress.com like the iCHC network? Or the ones I’m running on Tumblr? Folks can submit posts into a queue and I can proof, delete, or edit without the blog filling up with spam. It’s a great, low-friction way to run a user-generated blog and give folks some credit for their work. Would I instead need to go with WordPress.org and some third-party plugins?
