How do I past an advert link in my blog?

I created an advert in a website so now I need to past the following link inside my blog but I don´t know how to do it. The link I reffer is like (I modified the codes otherwise couldn´t be read down here):
( < a href = ” htp://ww.xxxxxxxxxx.com” targgt=”new ” > xxxxxxxxxxxxxxxxxxxx < / a > )
This link will direct the visitor to my blog when he clicks on my new advert.
I need a step by step to get there, please.

I am sorry, but advertising is not allowed on free hosted WordPress.com blogs. As your blog is not a high traffic blog it cannot qualify for the Ad Control program.
Presumably you do not wish to attempt to qualify and be accepted into the VIP hosting program. http://vip.wordpress.com/

In a nutshell free blogs from and being free hosted by wordpress.COM cannot be used to drive traffic to third-party sites via advertising and/or affiliate programs. E-commerce cannot be conducted on wordpress.COM blogs. No retailing or reselling the work created by anyone other than you is allowed. See types of blogs section I linked to above.
