After you purchase a domain and hire a web host you set up your wordpress install on your new site. Then you use FTP and upload a theme and the plugins to the new wordpress.org blog.Next youuse the export function in your wordpress.com blog to export the contents of your wordpress.com blog out. Then you can use the import function on the new wordpress.org install to import the contents into it.

If you wish to have your readers experience a seamless transfer to your new domain, rather than a broken links scenario, then you purchase domain mapping as well http://en.support.wordpress.com/domain-mapping/
All things remaining equal it will take your new blog which will start at a 0/10 PageRank about 4 – 6 months to recover traffic and PageRank. Domain mapping insures that links are not broken so the process is smoother and easier for your readers and for you.

Domain mapping is a temporary 302 redirect that must be renewed every year. When the 48 – 72 hour domain mapping change over is complete you can make the root blog at wordpress.com “private” to avoid having duplicate content issues with Google. It’s not advisable that you delete the wordpress.com blog, because you may need it if you decide to migrate your blog back to wordpress.com in the future.

When I try to import the blogroll, wordpress says:
“The uploaded file exceeds the MAX_FILE_SIZE directive that was specified in the HTML form.” -

I imported the blogroll, through http://coloneldax2005.wordpress.com/wp-links-opml.php
instead. But where are all my posts?.. -

Widgets do not transfer. The basic set you get with wordpress.org lacks all of the custom widgets we have at wordpress.com. If you are referring to the contents of text widgets on your wordpress.com blog then you will have to copy and paste the contents into text widgets on the new wordpress.org blog.

Like TT said, if your posts didn’t transfer, you will need to look for help at WordPress.org instead; they deal with questions like that all the time. It appears the export from WP.com worked; it’s the import that’s the problem.
-
The export format file( WordPress eXtended RSS or WXR), will contain your posts, pages, comments, custom fields, categories, and tags – not text widget contents.
