How do I post a comment policy?

I’d like to post a “comment policy” at the bottom of my posts…i.e., keep it G-rated, keep criticism constructive, that kind of thing. Is there a way to add this, or is that a premium or .org feature?
The blog I need help with is: (visible only to logged in users)

1. You can create a draft post with the ext you want in it and then copy and paste it onto the end of each post before publishing it.
2. You can post the text into a text widget and display it in your sidebar. -

It depends on the theme and we don’t have a clue which theme your private blog is wearing.

Sorry about that…this is one of the things I want to do before I make my blog public.
The theme is Visual.

There’s one more option and I do not believe it is theme related. I could be wrong, though. :)
From your Dashboard, go to Settings>Discussion and scroll to the bottom and there is a Comment form prompt. That’s what I use and it shows up just above the space where folks can leave a comment.

Yes! On the Settings page it doesn’t look like that’s where it should go. It looks like you could just change “Leave a Reply” to “Leave Your Thoughts” or something…but typing in that box does what I want it to do, not like it looks like it would do.

Not really. That’s a static page. I guess it’s not a comment policy as such that I want to post, just a note above the space where readers can enter comments, requesting, in short, that they play nice.
What thebirdingbunch said to do works. On the Settings page it doesn’t look like it should work the way it does, but it works.
