  Hi,

  Are you referring to the deleted site https://innovationprogress4.wordpress.com/ or another? All new sites start off in the Coming Soon status, unless the site is launched at the time of creation. When the site is launched it leaves the Coming Soon status, and one may then choose between the other two privacy settings, Public and Private. How to launch the site is described in the Launch your Site section of the Privacy Settings support page.

  If https://innovationprogress4.wordpress.com/ was deleted within the last 30 days, then you may restore it as described in the Reverse a Site Deletion section of the Delete Site support page. Then you may launch it as outlined above.
