How do I purchase Custom Design for a free WordPress-hosted site?

  I’m not able to purchase Custom Design for a free WordPress-hosted site without also purchasing either a Premium or Business Plan.

  The blog I need help with is: (visible only to logged in users)

  That is correct. Upgrade options for new users (those having signed up from the beginning of September 2014) include the custom Domain name and/or Domain mapping upgrades, the Premium Bundle (which includes the Custom Design upgrade) or the Business Bundle.
