You cannot use that advertising code on any WordPress.COM blog without your blog being reported and suspended.
Be aware that there is no blogger initiated advertising allowed and that includes paid or sponsored content and ad banners. There is a single advertising program called WordAds, which you can read more about here: http://wordads.co/ Advertising outside of WordAds at WordPress.com is not allowed. For full details, please see:
http://support.wordpress.com/advertising/
http://wordpress.com/types-of-blogs/If you require other advertising, you might be interested in a self-hosted (WordPress.org) installation. There are no restrictions on advertising if you hire a web host http://wordpress.org/hosting and setup a self-hosted WordPress.org blog instead of a WordPress.com blog, but there are some added responsibilities. Please see this link to learn about the differences:

No but to apply for WordAds your blog must be on its own domain http://en.support.wordpress.com/domains/ and have a high enough traffic flow to qualify for acceptance.

Thanks for the responses. Is there an estimated amount of traffic someone could tell me? 20? 100? 1000?

Please read what I said very clearly above. If you do not speak English you can copy and paste it into Google Translate here https://translate.google.com/ -

I’m saying for word ads it says on the application that you must have certain traffic qualifications to be accepted. I understand you can’t have adsense. I’m just asking roughly how many followers do you need to qualify?

There is no reference at all made to “followers”. The reference is to traffic and not all traffic comes from followers. In fact followers can read posts in the WordPress.COM Reader or in another feedreader without ever clicking into your blog and creating a single page view stat.

fuzzynutkila,
I have seen many blogs (in the early stages of the program, lets say end of 2011 and start of 2012) being accepted at low traffic, less than 5000 page views per month, however, more recent blogs are being withheld until they reach a traffic rate as high as 20,000 page views per month. My blog was accepted at 15,000 pageviews per month almost a month ago after waiting for 7 months for approval. I have written about Wordads on my blog if you like to know more on the topic.
Goodluck
