How do I reinstall my theme/content from a saved WordPress folder?

    My GoDaddy hosted WordPress has an expired theme and settings bc my payment lapsed a few months. I have a folder with the settings, theme, and content saved in a folder.
    GoDaddy said when I reinstate my website, that It will be basically a “plain” wordpress now bc its been a few months since the site was active. They said thay can reinstate the settings like they were for a price that I really dont want to pay.
    How can I restore my setings using my saved folder for the site?
