how do i remove comments / leave a reply on all of my web pages?

Hi. I don’t want the facility for visitors to my site to leave comments at the bottom of the page.
I’ve trawled for hours / days it seems following all the instructions I can’t get to the part to tick a box saying ‘don’t allow people to leave comments’.
pls can you help/
also, I’ve seen on other sites ‘quick links’ at the bottom of their websites. The content seems to just be a simplified arrangement that, when clicked, goes to the content that’s in their main website.
Someone has suggested that this replicates their base information to increase their searcg engine optimisation.how do I do that? put in the quick links but also maximise my SEO? do I need to increase the use of words like dementia, alzheimers, mental capacity etc?

To turn off the commenting functionality, go to Settings – Discussion, then under “Default article settings”, UNcheck the option “Allow people to post comments on new articles”.
However, keep in mind that this is only for articles that you will post from this moment on! People will still be able to leave comments on blog articles that have been posted already, so you have to turn those off individually for each post: in a post editing screen, scroll down to the “Discussion” block, UNcheck “Allow comments”, and hit the UPDATE button.
Not sure about your second question, can you give an example of that?
