how do i remove hovering slender autohide type banner on my page?

there is an annoying slender transparent banner thing on my page that pops up then autohides. the left part serves as a scroll to top feature then the right side says blog at wordpress and the name of the theme. i do not want it hovering there, it is annoying as hell and it didnt used to be there. how do i get rid of it?
