How do I removed "Comments Off" wording

  progressiveequityadvisors.wordpress.commy site is http://progressiveequityadvisors.wordpress.com I have upgraded so I can change css and have managed to make a couple of cosmetic changes but 2 issues are so far unresolved.

  1. I would like to remove “comments off” message from all my blogs.

  2. I would also like to auto-add text on the bottom of every page (except the home page) so I can provide links back to the home page as the menu only appears on the home page on my Oulipo blog.

  Any help would be great appreciated.
