How do I resize an image (that's linked to another site)?

When making a blog post, I inserted an image by clicking on the “Insert Image button” and clicking on “From URL”. My images are stretched out when I preview my post.
In the editor, I hovered over the image and clicked on the image icon in the top left hand corner. I clicked on 60% under size and clicked on Update, but my picture is still stretched out (when I preview my blog post).
I viewed the support pages at

but they don’t help.Any help is greatly appreciated.

You cannot edit any image that’s hosted on servers elsewhere like you suggest above. You must have permission to use the image from the copyright holder, then you capture the image, and upload it to your Media Library ie. onto WordPress.com servers. After it’s in your Media Library you will be able to edit it.
