How do I see and modify the file structure on my site?

I am new to WordPress (love it so far!) so I hope this isn’t a ridiculous question!
When I upload files to my site/blog, media files seem to automatically end up in folders based on the date I upload, ie. mysite.wordpress.com/2014/09/filename.pdf
My question is Can I create my own file structure (by subject) rather than by date, ie. mysite.wordpress.com/newsletters/2014/
Also, I created a menu item called “forms & docs” but later changed it to “documents” but the folder that contains all of my documents is still called /forms-docs Can I change that?

No, you cannot create your own file structure for uploaded files on WordPress.com
As you correctly noted, uploaded files receive a permalink that includes the year and month of the upload. If you want to include additional information, you can do so in the file name before uploading.
For example, newsletter-201410 .pdf which if uploaded today would be glenayrepac.files.wordpress.com/2014/09/newsletter-201410.pdf If you upload that same file on the 1st of October it would be glenayrepac.files.wordpress.com/2014/10/newsletter-201410.pdf
Giving your file a relevant name really assists if you need to find it again in your Media Library.

What you are seeing “forms-docs” is the underlying URL of the page you created, not a folder. When you changed the title of the page to Documents, the underlying URL remained the same. You can change the underlying URL by changing the page slug located just under the place where you changed the Title of the page.
However here is my 2¢: if your site has been around for while and search engines have already crawled your site and/or you and others have already linked to that page, if it is not “mission critical,” leave it alone. Changing the underlying URL of any page or post leads to unhappy 404 not-found errors.
