You cannot use the downloadable file on your blog. You can create official users of your blog who can post to it. Be cautious about which roles you assign to them. It’s recommend that there only be 1 Admin per blog.

If you are envisioning having a site where anyone can post or comment then a blog is not suitable. What you want is a wiki and there are free wikis available on the interent.
wiki: (n.) A collaborative Web site comprises the perpetual collective work of many authors. Similar to a blog in structure and logic, a wiki allows anyone to edit, delete or modify content that has been placed on the Web site using a browser interface, including the work of previous authors. In contrast, a blog, typically authored by an individual, does not allow visitors to change the original posted material, only add comments to the original content.
