How do I set up private registration?

I’m trying to set up private registration and I’m not able to. I followed some of the support postings but am not seeing the options for my blog.
The blog I need help with is: (visible only to logged in users)

Nope, It’s for all users that want to buy a domain.

Since you don’t own a custom domain name, you don’t need to worry about private registration. When anyone registers a custom domain, the contact information that’s entered for the domain registration (such as your name, email, and address) automatically become available publicly. Private registration keeps that information private when you register a custom domain.
However, if you plan to just keep using your .wordpress.com address, there’s no need to worry about private registration — your information is kept private according to what’s listed on the Private User Data page.
