how do i setup site to recieve a fee for posting or leaving comments ?

  I want to set my site up to be a paid membership site. People can’t post or comment on site until the pay a membership fee.

  The blog I need help with is: (visible only to logged in users)

  That’s not possible on a wordpress.com hosted blog. You need to hire a web host and set up a wordpress.ORG software install. See:
