  If you are asking about whos.amung.us, then here is what their website says about using the widget on wp.com:
  http://whos.amung.us/help/

  IMPORTANT: hosted WordPress blogs (ie. you have a site like http://yourblogname.wordpress.com) require a slightly different code and the map widget can not be embedded directly in your blog. Contact whos.amung.us for the appropriate code for your blog.

  They have both world flags and states flags so you might ask for both of them.
