How do I shut off the login requirement

When people wish to comment on my blog, after filling in the required boxes,,,email, name and url…they are asked to log in to continue. How can I eliminate the log in requirement?

BTW…I have unchecked the box in my comment page under discussion to eliminate the requirement, but it is still there.

Unfortunately, if their email has ever been used for a WordPress.com account, they MUST sign in or they must use a different email.

Frankly, there’s no way I would ever set up anonymous commenting on my blogs because I’m aware that:
the vast and overwhelming majority of all information on the internet is spam;
and that over 80% of the so-called comments submitted to free hosted wordpress.com blog every day are spam. -
