You can find information about a theme by looking at the source code for the site and finding the link to the style.css page. The theme info will be at the top. For example, see http://www.winnerscode.co.il/wp-content/themes/paalam/style.css
To set a background image, you might try setting a background url() on the #branding selector. If you’re not sure how to do that, start with a CSS beginner tutorial like http://www.htmldog.com/guides/cssbeginner/ and go from there.
