How do I start over on a blog? Can I delete and start over?

I have an e-mail address and username on a blog that I would like to use on a site instead. How do I release these so I can use them.

You are currently logged in to a WordPress.com account under the username acnana. In this account you have the website with the address http://anacronin.wordpress.com/ If you want to use a different address, you can just go ahead and register another site. You can have as many free sites in this account as you want. You don’t need to create a new username for every site.
To register a new site, click on the My Sites link in the toolbar and select the option to start a new blog.
Keep in mind that if you delete a site in your account, both that site’s content AND address will be gone forever. Once you delete an address you can never register that address again. Instructions to delete a site can be found here: https://en.support.wordpress.com/delete-site/

Note that all blogs are websites. The difference between a blog and a traditional website is that blogs focus on dynamic content, i.e. posts, that are updated regularly, while traditional websites are made up of pages that are static. You can use WordPress.com to build dynamic, static or even hybrid sites. Dynamic websites like blogs tend to be favoured by search engines, so do try to incorporate some dynamic content into your site. The email address registered with your WordPress.com username account with http://anacronin.wordpress.com/ is your unique identifier. Every WordPress.COM blog has a sole owner and it is the person with the WordPress.COM username account who registered the blog under that username account and their associated email address.

A blog is a post based website designed for interactive communication. As the posts are frequently updated and appear on the front page of the site it’s very attractive to search engines.
What most people call a website is merely a page based site that functions as a one way noticeboard. As the structure is page based and as pages are for static content that rarely changes, and as pages do not have RSS feeds, and as others do not backlink to pages, it is not as attractive to search engines as a post based blog structured site is.
