How do I stop my header image attachment from scrolling?

I recently changed the theme on my website to the Gateway theme and am very happy with it. The only problem is that the header won’t stop scrolling.
If I go to the customizer and then to theme options it says that I can decide wether I want my header image attachment to scroll or not. But it doesn’t matter if I mark scroll or that the header should stay in place, it always scrolls down when I scroll down my website. I tried clearing my cache and cookies, I logged in and out of my account and I asked a friend to try the theme on her blog and she has the same problem.
Any ideas why?
And I use the free version so CSS is not an option.The blog I need help with is: (visible only to logged in users)

Hi, that was quick. Due to issues on certain size screens/windows, it was decided to nly allow fixed positioning of the background image on larger screens because background-size: cover won’t work with fixed background positioning on smaller screens.
Right now on your site, if I have my browser window wide, the image stays fixed and the content scrolls up and over it. If I make my window narrower, say 600px wide, the image will scroll.
