How do I submit the contents of my blog using the exported xml file?

  After exporting the xml file to a CD or USB, how can someone else view the content of the blog using the CD or USB?

  When I click on the xml file, the web browser opens up and displays this from the C: drive:

  I am uncertain as to what this is. I would like to submit the complete contents of my blog by CD or USB flash memory for a research project I am completing.
