how do I submit the information requesting a new free blog? Where is the button

    I have several blogs which I want to combine later, but I want a new blog that will show my published books and talk about them only. I tried to fill out the form for a new blog but I cannot find anywhere to submit the new blog – I typed in the name, asked for a free blog and read your privacy etc page. Can find no submission sight.
