How do I subscribe to other blogs? on the dashboard?

I am new to wordpress and when I used blogger, I could get a feed from all the blogs I followed (blogger or otherwise) right on my dashboard. Is there a similar feature on the wordpress dashboard?

Here are the instructions for adding the wordpress.COM blogs you follow to your tag surfer so you can follow them on your dashboard. They are the only ONLY blogs that can be added suing the tag surfer.
