You can try making it private. No one will have access to it unless you specifically invite other users. To do that, go to General Settings tab of your website and in the Site Visibility section, choose it to be private.

There is no closed for maintenance or for set-up type of page here at wordpress.COM. To change blog visibility to Private go to Dashboard > Settings > Reading scroll down to Blog Visibility and choose option 3. See the guide here http://en.support.wordpress.com/settings/privacy-settingsNote that I never do this temporary change to private blog visibility or a static front page when I register a new blog because it takes weeks for search engines to index the content in WordPress.COM blogs, and I don’t want a private blog entry appearing in search engine results, which is exactly what will happen if you do this.

As WordPress.com is a turnkey operation and as all blogs wearing the same theme use the same underlying template found on the live demo site, it doesn’t take long to set up a WordPress.COM blog. Those I help who have no blogging skills at all can have one up and running with 4 posts and 4 pages in 4 hours time.
