How do I transfer ownership of a blog to another admin?

The current support article on moving a blog doesn’t help. The steps don’t accurately represent the options I have on my “My Blogs” page.
Mousing over the blog doesn’t bring up “Transfer Blog.” Could this be an issue with free vs premium accounts?
The blog I need help with is: (visible only to logged in users)

You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and transfer it.
There are two My Blogs locations and you are probably looking at the wrong one.http://1128fullerton1.wordpress.com/wp-admin/index.php?page=my-blogs

It’s worth noting that the support article at http://en.support.wordpress.com/moving-a-blog/ says that the page to do this on is different from the “My Blogs” page, but the steps it tells you to take brings you to the wrong page anyway.

I went through the support guide and found that I was able to reproduce the steps. I was not taken to the wrong page. Can you please show me on which step you were taken to the wrong page?

Now that I’ve seen where the link is, it seems like a stupid mistake.
I was on my dashboard, and using the drop-down from the WordPress logo on the WordPress bar, and clicking ‘My Blogs’ instead of directly on the dashboard as the article correctly says.
