How do I transfer the ownership of a blog?

I set this site up for a friend of mine who is blind. I would like to transfer the ownership of this site to her so that email notices go to her and she can manage the site.
The blog I need help with is: (visible only to logged in users)

Every WordPress.COM blog has a sole owner and it is the person with the WordPress.COM username account who registered the blog under that username account and associated email address.
Accounts cannot be merged. However, you can transfer blog ownership of any blog to another WordPress.COM username account and associated email address by making them an official user of the blogs ie. an Admin first, and then using this process https://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-wordpress-com-user-or-account
