How do I upgrade to Premium? The upgrade button does not work for me.

I am unable to upgrade to a Premium account from a free account. The button is active, yet it does not lead anywhere and I am unable to input any payment information.
The blog I need help with is: (visible only to logged in users)

You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and purchase any upgrades for it.

WordPress.com uses PayPal as the payment processor, and as such, can only accept payment from countries they support: https://www.paypal.com/worldwide/
If for whatever reason, they have chosen to block payment from your country, you will not be able to purchase an upgrade here unless you have a source of payment outside of your country.
In addition to major credit cards Mastercard, VISA, American Express, Discover, and PayPal https://www.paypal.com/worldwide/ WordPress.com can accept echecks and some debit cards.
The debit card must have a VISA or Mastercard symbol on it, and should work just like a credit card when selecting the VISA or Mastercard option on the payment form, even though it’s a debit card.

I have been signed in as an Admin. I am still unable to upgrade. I am able to click the “Upgrade Now” button, but nothing actually happens — the page does not go anywhere. I am using a new iMac (OS X 10.9) and I have been primarily using Google Chrome 40.0.2214.94/.111 but have tested it out in: Safari 7.0.6 and Internet Explorer 9.0. Thank you

I found that you are currently an Editor on the site: newyorkpowerauthority.wordpress.com which is why you cannot access the Store. Please contact the owner of the site to either make you an Administrator or purchase Premium from their account.
