How do I upload a custom header without having to crop it?

I uploaded a 1000 x 288 custom header image as specified by theme Twenty Eleven, however, I am unable to use the image as is, and requires that I crop the image. The instructions clearly state that if an image is uploaded exactly 1000 x 288, it will be used as is. This is not the case. Please help!
