how do i upload a pdf (publisher) onto my blog?

  How, exactly, are you attempting to upload it? Here are the official instructions http://en.support.wordpress.com/editors/media-icons/

  Note that if you want it to display in the post like a picture, you’ll have to use something like Scribd.
