How do I upload .html files exactly?

I don’t understand it at all, I want to test writing blogs for the first time, but everytime I search for it online for help “Filezilla”, “FTP” etc. comes up. Like…. why? I don’t get it at all
I only want to upload a small HTML file on my blog, but I can’t. .pdf is possible, pictures are possible, but .html doesn’t work?
Is what I want really that complicated?

Please provide the address for your website. There are 2 versions of WordPress and in order to provide correct answers we need to know which version you are using.
We provide support for WordPress sites that are hosted here in the managed environment of WordPress.com. Sites hosted elsewhere but using WordPress software are supported over at WordPress.org. Here we do not use FTP.

When you write either a post or a page, you can choose to edit your content in the visual editor or in the HTML or text editor.
