how do I upload tweetmyblog plugin?

  I have recently downloaded the tweetmyblog plugin to my PC but unfortunately cannot make any sense out of the upload instructions to my wordpress blog.
  Can anyone explain how to in a simple way.

  If you are self-hosted, you’re in the wrong forum. Head over to http://wordpress.org/support/

  If you are hosted here at wordpress.com, you can’t use the plugin as none can be used here.
