How do l add a footer to twenty sixteen theme?

Hi All,
I am trying to add a Legal menu to include Privacy Policy, T&C’s, Disclaimer etc to appear at the bottom of my site on each page, however can only find a side bar, bottom of content 1 & 2.
Is it possible to add a footer? If so any help would be appreciated TIA.The blog I need help with is: (visible only to logged in users)

Twenty Sixteen comes with two footer widget areas called Content Bottom 1 & 2. They are displayed on posts and pages.
Looks like you may have already found another solution, but just to reiterate what timethief said, these forums are for sites hosted on WordPress.com, while you’re running the WordPress software on your own hosting. If you need further help with the self-hosted version of Twenty Sixteen, feel free to post in its forum at WordPress.org:
