A blog is, essentially, a reverse chronological publishing tool.
With WordPress.com your posts will automatically appear with the newest first and oldest last: you don’t need to do anything to make them work in that order.

On second look, you are not asking about the site you seem to be asking about at the bottom of you post. You are asking about
http://jacet-esp-kanto.org/I see you have there:
Title: May 2012 Meeting
Post time: February 26, 2013 12:46 pmTitle: July 2012 Meeting (JACET ESP-Kanto SIG & JALT FLP SIG)
Post time: February 26, 2013 12:43 pmTitle: October 2012 Meeting
Post time: February 26, 2013 11:19 amand so on…
Apparently you are copying and pasting these posts from somewhere elst. They are appearing in the expected order of the latest post is first followed by earlier post times. A wp.com blog does not put posts into order by title: the permalinks to posts are according to the date and time they were published. To change the order of your posts, to sort your posts by title dates, you will have to edit the permalinks:
Here is a picture or the “publish” module when you edit a post.

What you will need to change is the line,
“Published on DATE @ TIME”
to correspond to your earliest title being published at the earliest time, for example 9, the next earliest title being published at for example 10, and so on.
