How do we transfer our domain name to a new registrar?

Though we’ve been happy with WordPress, we will be hosting a new version of our firm’s blog with another service. We want to keep the domain name, but would like to assign management of it to a new registrar so that we can map it to the new site.
I’ve found the Support Page for updating nameservers and transferring to another registrar at http://en.support.wordpress.com/domain-mapping/domain-management/#update-nameservers, but I see no Domain Administrator or Domain Manager. Is there a tool I need to download or install locally?

You will need to be logged in as the administrator that purchased the domain upgrades in order to see the domain manager login.
